By being a "better player," Cirie made herself a Bigger Threat, thus incapable of winning. By sucking slightly more, while doing essentially the same thing, Vee was able to win. Ironically, her APPEAL was her downfall.
Like others have said Vee is a bad person to compare to Cirie, Vee was capable of winning challenges, and didn't need to work hard to set things up so someone else would be willing to take her to the F2. A better comparison would be someone like Lydia, who seemed pretty liked, but was in a situation where no one would take her to the F2, and had almost no control over the game at all.
