No he did not. Colby ultimately gave up his chance at winning because he felt an obligation to take Tina to the finals. This obligation can be seen, and this view has been widely verified, as an emotional manipulation of Colby. For example, Keith said that he would have also taken Tina to the finals for the exact same reasons. She did not trust Colby to screw up his game, which if true is even more of a reason of his ultimate undeservingness, she made a bond with Colby on Day 1.
Comparing her to Katie is fallacious, as Katie never had the mental clout to convince either Tom, Ian, or the jury to play in her favor.
