IT IS OBVIOUSLY ASH >=O THEY ARE WEARING THE SAME THING AND "RED" (ASH) EVEN USES ALL OF ASH'S POKEMON! ALA PIKACHU, SNORLAX, ETC! >:|
They are not wearing the same clothes. Ash never had an Espeon (or Eevee for that matter), nor does he have a Blastoise or Venusaur. Yes, it may reference Ash's Pokemon (or, more accurately... the available starter Pokemon of Gen I, as well as two rare Pokemon) but only because of the tie-in between the anime and Pokemon Yellow, which is the only time the games have been influenced by the anime series.
Besides, there have been several other characters (The Pokemon Professors, Misty, Brock, May, and Dawn) that are main characters taken directly from the games, and retain their game names. Yes, "Ash" is a default name for the character in Red, Yellow and FireRed... but those other characters all look the same as their game counterparts, whereas there is only, at best, a mild resemblence between Red and Ash.
So unless Red is a clone of Ash that Prof. Oak made to help Oak fill out all the pages of the pokdex faster
Red came before Ash. So no, Red is not a clone of Ash

As a side note, Red appears in Super Smash Bros. Brawl as "Pokemon Trainer" with his Squirtle, Ivysaur and Charizard. Red is not voiced by Ash's voice actress in Japanese or English. In fact, in the English version Red is voiced by Jessie's and Misty's (second) voice actress.
