Why pull somebody from a year and a half ago?

Why use "new" unless they are bringing past HouseGuests back? And why only mention 10? If there are 13 frames could this mean a past HG from the three seasons since BBAS? Stupid, I know - but it makes as much sense as the other "shocking twists" that never play out!
