Why? For most players its good strategy. If they don't have a target on their back and there are obvious ones, why waste an HOH win on it when someone else will likely have similar noms? Even so I don't see how your idea would cause them to stop throwing it. If people don't want to be HOH, they're gonna throw it regardless of whether they can have it multiple weeks in a row, especially early on in the show when the odds of winning the comp are so low.
