Yes, and at its creation, the GOP was the liberal party that favored strong federal government. The parties have changed over time.

And it wouldn't have reached the Congress had not a Democratic president introduced it. And the military wouldn't have been desegregated in '47 if
Truman hadn't done it by executive order. It's more accurate to say that both parties have at different points in history taken the lead in civil
rights legislation.
eta: it's even more accurate to say that it was specifically southern Democrats who voted against civil rights legislation.
