California does not currently have a law for licensing polygraph examiners, so anyone can buy equipment and tell people that they are a polygraph examiner and set up shop even if they have no legitimate training from a recognized polygraph school, they have no qualifications to hold any polygraph related position in government nor can they qualify to be a member of any legitimate and recognized polygraph trade group or organization.

Admittedly, this is a flaw in the polygraph profession. John Leo Grogan, a man convicted of fraud in 2002 by the State of California Department of Consumer Affairs is taking advantage of this flaw and is now claiming to be a legitimate polygraph examiner and blatantly defrauding the public by lying to them about himself and his self-created pseudo avocational schools, alliances and networks. Basically, he makes himself out to be a "Leader" of polygraph when in fact he is merely a confidence man with no proper training.
