He needed Locke's form because he was in line to be the next Leader. This is assuming Smoke Monster is the rival of Jacob.

Somehow Jacob's nemesis became the smoke monster, and has been trying to kill Jacob (why he's hiding in the statue.) The smoke monster found a loophole by taking the form of Locke (and Alex), manipulating Richard into showing him Jacob's hide out, and manipulating Ben into killing Jacob.
