Do we know definitively that they are keeping their partners from week to week? Did they not switch up the first season (girls picked random names one week, boys the next). It would seem like a fairer competition if voters are asked to vote by couple that no one get handicapped with a crap partner or be carried on the coat tails of an overpimped dancer.
They don't switch it up because of the tour, because it's easier to recognize couples than pick individual dancers and when they stay together they get more chemistry. It's much better when they stay together (except for the person who gets stuck with Cedric)
