eta, NYT: "The Treasury and Federal Reserve officials said they had known about the bonus program as far back as last fall." of course, "last fall," bush was president.

and, washpost: "AIG disclosed its retention-payment program more than a year ago, and the amount of the bonuses -- more than $400 million for Financial Products alone -- had been widely reported."
