20. Choji Akimichi
When I first saw Choji I thought he was a filler character. Well I can't say that's totally off, since Choji is far from a main character and is very much a back-up 
Choji is cool for being 1 of the few fat people represented in anime though, and he had some nice development during the retrieve Sasuke arc. He is a good source of comic relief, and he was pretty powerful when he fought against the Sound Nin. His power is actually pretty interesting too reminding me of characters from Marvel comics who could increase their mass |

19. Ten-Ten
Ten-Ten fulfills yet another subordinate weak female role in the Naruto world 
At first I thought she was going to be strong with the smart polished way she cared herself compared to Lee. However, it was easy to see that she was the weakest on her team when she got demolished by Temari in the Chuunin Exam 
She makes it up this high for being cute and for having cool attacks. Overall though, her power is very plain. Her specialty is weaponry, and although some of her attacks are rather cool looking, is that really a big deal? She's no more special than any ninja who uses those kind of attacks. So that's very weak of her compared to all the other Genins, even like Choji or Kiba |

18. Tsunade
I generally don't like boyish females that much. I like it when women are strong and assertive but too much so and it's not as charming to me. I don't dislike it, it just doesn't make for my favorite type of female character. Tsunade fits that 
I do like it when females are strong in fighting though. Tsunade reminds me of the awesome Rogue in that she has super strength. She also fits the female stereotype of being a healer. I don't mind healing, because I actually find that to be 1 of my favorite types of power. It gets annoying when every freaking girl is a healer or has to be a medical ninja though 
Tsunade was made a lot less cool due to her weakness to blood and she was getting her butt kicked by Kabuto (not even Orochimaru). So she lost a ton of points from me there 
She still remains this high for being original and a good inspiration to female shinobi everywhere |

17. Kakashi Hatake
Not much to say. Kakashi is strong but kind of boring. He's up this high for being a great fighter and having cool action scenes like his latest battle against Kakuzu. 
He also plays yet another important role in the latest manga. Still I like other characters more |
