I put it under. Wife puts it over. Neither of us complain about the way the other does it because it's just not that important. She grew up with it over, I grew up with it under. The way each of us does it seems "right."

I asked my mom once why the under and her explanation was that when toddlers start toddling they somehow become captivated by the toilet paper and will spin it. They tend to "push" the roll down, causing it to spun over the top. By putting the paper "under" it won't unroll all over the floor while they're playing. Works with cats, too.

But I NEVER change it mid-roll and if I replace it in someone else's home I'll put the new one on the same way the old one was. It's called common courtesy.
