I actually had AMAI in mind with the last bit about people falling through the cracks. But don't forget the insane amounts of capital that the US government could shift toward alternative energies if they were willing to give up the idea that 'incentives' will lead the free market to invest in green technologies in a sufficient manner. Long-term implications since Sweden will need to double or triple their taxes as Swedish populations are becoming older. They are like the first or second oldest country in the world.
