An earlier (and simpler) version of the guidelines said: "OTTP characters go far but do not win."
In fact, they don't even make the endgame, because that would be toying with viewers too much.
This is a good post to talk about CP vs. OTT (although, even I am getting sick of talking about Sugar -it can give you a stomachache). I don't see Sugar's edit as OTTP, although she possesses the same qualities and intents as most other young girls on a reality show. All that matters is the story and doubt, not the strategy or how mean or giggly they are. With the CP edit, it's shaped more with doubt and uncertainty and usually has scope about looking down the road, usually esclipses themes instead of events. The OTT typically doesn't give you the flip side -just the hear and now, and little doubt about what would happen.
Now what about Ozzy or Colby -they were definitely leaning toward the "good guy" role and still lost. Maybe if she gets there, she talks about her father who has passed and how he's guided her, and everyone feels really good -but still doesn't vote for her. it still fits the pattern of working backwards. And let's not forget Neleh who was cast in the young rainbow filled urchin, and in the last three episodes got plenty of doubt.
