Why the rule that HOH can't vote?

I think technically they can, but the other person on the block automatically is evicted (no one else to go up), so its pretty much the same as if that person voted them out. Didn't Cowturd in S5 say that he was using the veto on Diane?

I agree, and I don't like that. I would change veto to make the HOH nominate three people, everyone plays for veto, and veto must be used on someone (and a nominee can veto himself). Then at five, the HOH nom's three people, leaving one person off the block entirely and thus completely safe. That way, the HOH can still protect at least one person (and prevents Jerry getting rid of the person he wanted to see go least, or Nakomis seeing her ally Karen leave during her HOH). At final 4, have no veto--it's a final reward for someone who plays the social game well to be the person that the HOH decides will make the decision of who to boot (by not nomming that person).
