I'm overjoyed that i don't even know what that shit means. Tiers is something you rate stuff with. The higher the tier, the better the stuff is. For fighting games the stuff is the characters. For example, Super Smash Bros. : Melee Tier List has 5 tiers. Top, High, Middle, Low and Bottom. Top tier characters are the best. Bottom tiers are the worst. Top Tier is Fox, Then Falco. High Tier is Sheik, then Marth, then Peach. Middle is Captain Falcon, then Ice climbers, and so on and so forth. However a tier list isn't rating characters in normal play when you are having fun with your friends, but in tournament situations when both the players are playing to win and are of equal skills. Tons of people place well in tournaments with middle, low and even bottom tier. C-sticking refers to the act of using the C-stick alot, which activates the characters smash attacks (generally their most powerful attacks). Some characters with relatively powerful smashes (Marth, Falco, etc) can be used with this technique. Many newcomers to smash dub this as 'cheap' because they think they only get beat by the C-stick, and not the fact that they could not evade the attacks themselves.
