Um, I don't think so. It looks like - to me - that at the precise point when Cavic's fingers were about to touch the wall, barely a hair from it, Phelps is touching as well. I DVR'd it and watched it slow-mo, as well as wathing the slow-motion reply in slow-mo (I watched double slow-mo), and Phelps had more momentum in his touch from his half stroke. As both reached the wall and, on pause, it looks like the fingertips of Cavic reached the wall first (by a hair), but once pressure is applied and the fingers start "pressing" by touching the wall from fingertip-to-palm, Phelps did it before Cavic. THAT is what you call one-one hundredths of a second!
PS, there's so much water splashing against the wall at the finish that it may look like someone's fingers reached there first. But you can only truly tell when the fingers start to press down on the wall who is really first, and Phelps had that edge.
