UC, around here when someone is referred to as the HNIC it is not a compliment. The phrase is used the same way "uppity" would be used.
EX: My, my, my he really does think he's the HNIC, doesn't he? |

California is in the West. True, we may be just as "South" as real Southern states in a latitudinal sense, but in a psychological/sociological sense,
