So really it's attached to the owner while the owner is in the game. The actual physical idol is just the symbol of the power, not the actual power, so my guess is the idol's power leaves with Ozzy. But that's just a guess.

"Hey, you guys have a golden oppurtunity to get me out tonight and it might be the last time" At least bringing the idol with you, like James did, makes people wonder if they should actually go through with it. Remember how everyone who screwed over James in China were shitting bricks at the thought of him using the idol? Well not bringing takes out every once of doubt out of everyone. But that's just a guess. I don't think any of us knows the rules completely. A lot of off-camera, behind-the-scenes explaining of the rules happens in reality shows. And somehow I think the contestants are asked not to talk about the rules too much, because I'm surprised they don't give better explanations of the rules in interviews. Once Ozzy had been outed at the previous TC as owning the HII, there would have been no reason for him to keep it hidden. Everyone knew he had it, and he knew that everyone knew. Why keep hiding it? I don't know. So my guess is the following: 1) I believe there is a rule against stealing a fellow competitor's belongings, so hiding the HII is a matter of keeping it a secret, not protecting it from theft; 2) but now that Ozzy is out of the game, any belongings left behind are fair game for others to take, including the HII. I think it is in play if found.

Of course not. If you can't take it form someone's belongings while they're in the game you can't afterwards. While we don't know all the specifics we know the HII has to be formally transfered to someone like when Todd gave it to James. We don't SEE the formal transition but that's because it's irrelevant when X says they're giving it to Y on camera. Ozzy's Idol is dead. Period. End of.

Not sure what might have happened if Ozzy had brought it with him, not played it, if he could have handed it to Amanda on his way out. Maybe not, since technically he would already have been out of the game. Though he's not really out til Probst snuffs his torch. It's too bad he didn't have it in his bag & handed it to Amanda or James & then had his torch snuffed. Wonder if they could have used it then or not. You also can't steal it from the person that finds it so I don't know why Ozzy didn't keep it in his bag. Rules state you can't steal it.
