I think he meant the amount of contestants on episode 2, even though that's pretty stupid. Palau had 20 but lost 3 in one episode, making it 17.

Well then wouldn't Cook Islands Episode 2 be the first episode with 19 contestants? Fiji would be the first season to START THE GAME with 19 contestants.
