Regarding player watchdogs - It seems to me they haven't had much impact except perhaps in breaking ties. If they disappeared, I probably wouldn't notice. (Those who have prepared the best watchdog reports I'm sure will still contribute to the thread even without the supposed responsibility to do so.)
Regarding M tone - This was added to distinguish a mixed tone from a static or null tone, and I think it still serves this purpose. The problem with people giving M's to people who deserve P's or N's is not related to any confusion but because either people don't understand that M means both tones, not just minor amounts of P or N, or because people have biases and don't want to give an N to their favorite or a P to a player they can't stand. (Not that every case of argument should be in favor of P or N - sometimes people are very quick to create P or N moments where none exist too.) Does M reflect complexity? Perhaps, but only in the same way that UTR reflects a tendency toward low visibility. They are still measuring different things and should be rated separately, but there is no doubt that a player shown with a mixture of both P and N tone is going to tend to be more complex than the average player. But who cares? The only place it really comes into play is concerning OTT where I don't think a player should be considered OTTM because they are clearly not one note with mixed tone, but certainly CPM and MORM are both feasible combinations. (UTRM? Perhaps, though not likely.) I do still waver on OTT neutral, but I can see this in the case of the clown caricature, where no tone is necessarily intended.
