Hopefully it's something like a reward where you get to eat at TC and watch the other tribe's interaction. Double boot would mean less episodes with regular 16 people, right?

You're being gullible and pulling a Shii-Ann. If CBS is saying in a PREVIEW that both tribes must go to TC, you MUST NOT presume that there's a double boot. Shii Ann presumed that "two tribes moving into one camp" meant "merge." CBS promos are 75% misdirection.
