That was exactly what I was getting at.
This was an even money decision on all counts. Since he made at least four other Galu happy with the bedding, that puts him in a strong political position. Shelter or alliances? Function or fealty? Surviving the rainstorm or surviving their first Tribal Council (note I said theirs, not the Foa Foa)? (Oh, and the bedding will dry out.) Judging from the reactions of those very women, especially Yasmin, I'd say Russell understood the political aspects of his decision.
