He was kind of trying to save all of the hostages there wasnt enough time to call the comissioner and have him relay orders to the soldiers.
The commissioner went alone cuz he was told to meet dent alone. Dent as a prosecutor likely knew of all the policemans tricks, so bringing other cops meant instant death.
The joker had other gunmen at that party and no one was willing to risk their lives to ensure that everybody else in the room lived.

No, those gunmen were knocked down by The Batman. He had like 4 total. That of course begs the question of how the gunmen got through security in the lobby
. And in any event to leave the building The Joker had to leave VIA elevator. Simply freeze the friggin elevators. A five year old could do that
