it's kinda silly to add these 18-19 year olds to a group of 21+ year old who are already drinking and expect them not to drink
and when the drinking age was controlled by the states, you had kids driving to the states where it was legal to drink (in Montana, we got the NoDakers all week and Canookians coming down to drink on Sundays)
