It's not the best season. Almost half of the cast (ehem fans) was ignored.
Except for the fact that it's true... Go back and watch some of the earlier seasons that are considered "good." Everyone in Marquesas, Amazon, and Cook Islands gets significant character development, even the ones who are gone early or are mostly irrelevant to how the game plays out.
The whole thing of character development is silly, because everybody has a different concept of what that is, and not all of us care about it. I don't see anything wrong with ignoring certain people. It's happened since Borneo
