I think that's more fair because after a season like this, if you have people voting based solely on factions, you have some players who get extremely low averages just for being part of the unpopular alliance, then you have high averages for being part of the popular alliance (eg. Randy & Matty). Doing it on a ranking scale means that at least the most popular members of the unpopular alliance have a chance to score highly.
