Because if Bob has had Marcus' hidden II ever since the Marcus blindside, he would not have been so desperate about being the next to go if his tribe went to TC again before the merge. He was overjoyed to be sent to Exile that first time and acknowledged that finding the HII was his only chance to stay in the game. Then, when he rejoined everyone at the IC, with nothing but a fake to show for his efforts, he nearly burst into t.ears of relief when Jeff told them to drop their buffs and announced the merge.
There's no way we would have seen that level of desperation if he already had the safety of the idol Marcus supposedly retrieved.
