ok Katja, what the hell are you talking about here? The penis does not produce sperm, they are produced in the testicles. Also men who have had a vasectomy don't have sperm in their semen, I still think their penis is fully functioning though. You think no sperm = not functioning?
Perhaps you missed where I wrote:
Infertile men often still have the ability to ejaculate, children have the potential, and many elderly men still do have the ability (even if not as reliably as they once did) and those that don't may no longer be considered "fully functioning"...?However, this person doesn't have a real penis at all. He/she took hormones to enlarge the clitoris. Hence, it is obviously not a "fully functioning" penis.
Even if he/she does experience an erection (and that's entirely possible if the penis was created from the clitoris), it still seems unlikely that it could be described as "fully functioning" - unless fully functioning just means the ability to urinate and become erect. It's not connected to fully functioning testes...
Even when someone has phalloplasty, the result is not "fully functioning".
