It's not a viable strategy and is probably a main reason why Cirie would never win the game. She booted people loyal to her in Panama and had her ass
handed to her at the final 4, which wouldn't have happened without her "mastermind" 3-2-1 vote and so on. In Micronesia, she was making the moves
with Parvati, but they weren't really "booting goats" at all. This was a better strategy for Cirie, but there was that untimely final 2.
