Can someone explain to me the theory behind this "boot the goat" strategy that Cirie has been credited with starting?

Why was she so upset that Shane was going to bring Courtney to the end? Is this strategy only really viable for people that don't stand a chance at winning the final immunity challenge and want to avoid a Rob C/Kathy O/Terry Deitz-type 3rd place finish?
