Do any of you know how television works? In order for Survivor to have two seasons per year, CBS can only order half-seasons (13 episodes, 14 at most). Nowadays, shows can be ordered in full seasons (usually around 23-24 episodes), or half-seasons. There is no such thing as a 16-episode season of any show. American Idol is probably the only exception, as FOX milks out as many episodes as possible because they know viewers won't lose interest with 2+ episodes per week.

well reality show and drama works differently. a season in reality show is usually between 13-14 weeks (episodes)

while freshman drama or comedy usually is ordered for 13 episodes first when the pilot gets picked up. If they're popular, usually the order get extended to 22-24 episodes.
