Do any of you know how television works? In order for Survivor to have two seasons per year, CBS can only order half-seasons (13 episodes, 14 at most).
Nowadays, shows can be ordered in full seasons (usually around 23-24 episodes), or half-seasons. There is no such thing as a 16-episode season of any show.
American Idol is probably the only exception, as FOX milks out as many episodes as possible because they know viewers won't lose interest with 2+ episodes
per week.
