We need a modern day Manhattan Project for energy and transportation technologies. If you can spend 520+ billion on the Iraq war imagine what an anglo/american/select Euro technology project with 250 billion could do. The patents and technology owned by the member nations. Have the military and intelligence agencies provide security, build research labs at every major college in the Western World fund it like no other project.
It would make the Hugo Chavez's and OPEC irrelevent.
