Exactly. There was no hint of an odd game schedule until the Day 37 challenge was announced as an IC, rather than a RC like in China (Amanda surely would have explained the format of China to them, so they would be well aware of China's schedule). By that point, Cirie didn't really have many options to change her game plan. She could have tried to force a tie against Parvati to help her F3 positioning, but to pull such a radical game move just on the hint that there could be a F2 twist (creating an unheard-of precedent for the jury, with an even number of jury votes) would have been incredibly risky and pretty much nonsensical.
