Aren't there always four survivors in the finale?

The finale is a three-hour episode, which always starts with four players on the first hour.

One castaway loses the long endurance Challenge, and we're left with the Final Three for the second hour, facing the jury. Questions are asked, and the jury cast their votes. Game over.

The third hour is live, with Probst announcing the winner.

This season was supposed to have a Final 3 and 5 people in the Finale, like Cook Islands and Fiji. The fact that there are only 4 people in the Finale means that 2 people must be eliminated in either Episode 12 or Episode 13. That means someone is either removed from the game or quits. Presumably this person is James.
