Marquesas, Thailand, Pearl Islands, Palau, Guatemala, Exile Island and Fiji haven't had red buffs.
Amazon - Jenna wore red buff (Jacare). Obviously doesn't really count, due to it being merge buff.
All Stars - Amber wore red buff (Chapera).
Vanuatu - Chris wore red buff (Lopevi).
Cook Islands - Yul wore red buff (Aitu).
China - Todd wore red buff (Fei Long).
Out of all the seasons, only Africa has broke this pattern
Um, Guatemala had a red buff....Xhakum the merge buff

Oh, forgot Xhakum. Well, obviously Danni wore a red buff in that season.
