When did Jeff say that? Last I checked, he said they were switching up the F2 and F3 to keep the Survivors on their toes. And Tocantins had a F2 without there being any major unexpected situations. Joe's evacuation wouldn't have changed anything since his injury seemed minor enough that he could still be on the Jury.

Jury numbers are up to what Mark Burnett decides. Air date, EP numbers and number of players at the start affect whether the show would be F2 or F3 finale.
Since Tocantins had 16 people, they had no double boot, no tribal council on the day Joe was voted out, and final 2 finale.
Samoa, on the other hand, started with 20 people. Which means they needed double boot and F3, like Cook Islands did.
But Samoa will have no double boot since Mike was pulled out of the game.
If they had tribal council on the day Russell S. was voted out and had another player voted out, it would be F2, like Micronesia did to match up the production schedule because of James's unexpected evacuation.
So I'm pretty sure that it will be F3 unless there are no more evacuation happening further in the rest of the season.

Wait a minute. I'm confused again. Is CBS going back to original 15 episodes per season? (including recap, but not the reunion show)
Because if it's not, it needs a double boot episode to fit the production schedule. Now it's E8, and we have 11 people left.
Under the premise that season finale is 2 episodes long, E14 (originally the season finally for S15 and further) should evacuate 2 people and it gives us final four.
So if there's no two two-episodes-long episode, or another double boot in the season, it might be final four...
