joan knows she will need to supplement her husbands income since he is such a failure in his chosen field. she calls roger, he offers her a job as a regular level secretary at SC, because munnypenny now holds the managerial position. being a regular secretary wont pay joan what she wants, and is essentially taking a occupational step back-wards which would be embarrassing to an individual of joan's esteem. she tells him to use his connections to find her a similar position at another firm.
if you were paying attention, you can overhear roger's convo as he is campaining for joan later in the episode. its clear they are talking about a
managerial position within a secretary's department.
