All pedophiles are developmentally stunted and childlike in some way - if they weren't, they wouldn't be pedophiles. Even if he was psychologically 10, he still (technically) had an adult's body, and the hormones - and with them, the sex drive - of an adult man. Everything about him fits the profile of a pedophile perfectly. He had a huge collection of little boy mannequins and statues and paintings, and that's just the tip of the iceberg. Maybe it's never been proven in a court of law that he's guilty of child molestation beyond a reasonable doubt (although that easily could have happened the first time around if he hadn't bought the kid's family off), but there's absolutely no logical reason to think he's actually innocent.

Then when it happens all they have to do is update the details and they are set.
