Start with 19 players (to make Fiji's 19 less of an anomaly, and because it makes 300 contestants in total, and it makes dividing into equal tribes impossible) and let them all live together on one beach for 5 days... NO tribal councils, NO immunity challenges, NO reward challenges. That would be episode 1 and really lets us get to know the players, while contrasting against the "humor" if you can call it that, of these 19 people totally lost without any structure. At the end of the fifth day and first episode, tell them that they must break off into different tribes (if they haven't already), so that the game can begin, and there can be any number of tribes (minimum of 3 and probably maximum of 6) with any number of players in them. Their first instincts might be strength in numbers, but they would be told that this might not be an advantage (food rations would be greater per capita at smaller tribes, etc). Episode 2 would be the result of their self-determined tribes, moving to their new tribal camps, using tribe kits to name/decorate their tribe (all given white paintable buffs), and then the first immunity challenge; which is... well I have no idea, something that makes it RELATIVELY fair for tribes of any number to compete (endurance/last-man-standing? first-to-make-fire? first to find something hidden at their camp? whatever, it'll force them to be creative with challenges!) and the losing tribe has to send someone from their tribe packing. From this point onward, at the start of each of the following immunity challenge, tribes having been left with 1 member sit out challenges and will be annexed by the winning tribe of that challenge. This process is repeated until there is only one tribe left; in other words, the merge happens automatically through a mixture of vote-offs and annexation, especially since challenges become more and more aimed at larger tribes. This obviously requires a lot more thought, and planning by SEG would have to be very conscientious, but, I dunno, heading into the second decade of Survivor, it's something fresh and worthy a try if you ask me!
