No, Hamas is hitting its target with great accuracy. Its target is anything.
Israel's three meters isn't good enough. They need to find and kill their targets exactly or else they will always fall victim to Hamas civilian shield tactic.
I find much thinking on this topic to be very small minded. Hamas needs to be completely suffocated with superior technological might. Simply lobbing over a bigger bomb isn't exactly doing anything productive. These two sides have been doing this to each other for decades with little progress.
And for the record, both sides are killing babies, kuta. One side with pointed intent, the other as "collateral damage". The fact that you would justify this a some black-and-white issue illustrates that you don't quite understand it.
