But there was recently a 24 hour pit-stop in one of the legs of TAR13 and they still said... "First to arrive and will depart at X:XX".

Whatever the length of the pit stop, it's not that big of a deal. They have to follow all the official rules and each team would have waited the right amount of time, no matter how long the pit stop was.
