I always thought that was just Ben playing mind-games with Locke. He wasn't coming for Locke, but he knew that either a) Locke had some sort of messiah complex and would have been pretty psyched to hear they were coming for him or b) Locke's ego had taken some bumps and bruises lately, and the best way to push his buttons was to build him up as if he was important and try to pit him against Jack, the real leader.
