Actually, I think that anybody can buy dynamite. It's the blasting caps that are regulated. He got both from a contractor friend who occasionally used it in his construction business.

Anybody got any statistics on that?

My father once used dynamite on a huge boulder he wanted to break up. It was against the law since he was in the city limits, so he waited till July 4th. The boulder proved to be far more than one stick of dynamite could handle.
