Yes they can steal the idols. But the extensive footage of all the contestants running around taking the idols out of each other's bags got boring- so they left it on the cutting room floor.

Other than the fact that just taking it could and probably would be classified as stealing.

As for what constitutes "giving away" the idol, that's more debatable. Yul technically gave Parvati his HII, where she authenticated it and gave it back.
