The awfulness of Exile-Island pre-merge.
It felt like a bad repeat from the early seasons. La-Mina were mind numbingly boring, and Casaya felt like a bland combination of previous "crazy" tribes.

For me, its not necessarily always defined moments, but trends:

1.) The poorly executed all-stars season
2.) Expansion beyond 16 castaways/2 tribes and dividing the tribes up by age/race/gender/etc. It made sense in the Amazon and Vanuatu when there was a men vs women aspect to the culture, but not with Panama and Cook Islands.
3a.) Focusing 80% of the show on the challenges and tribal councils (really seemed over-the-top noticeable around S12 or S13) and not developing...

Giving Rupert $1 million for losing it twice is certainly a contender.

Although with me, I'd probably go with Cook Islands with the insanely overboard amount of twists and horrific cast. That season was truly the first one were I really felt the show was on a permanent decline that it couldn't recover from.
