There's a different kind of burrowing owl in South America (and supposedly south Florida, go figure) than the North American one, but yeah. They go around in the daylight, and tend to walk or hop on the ground, not stay in trees or swoop.

From my research, I believe this is a North American Burrowing Owl.
It is found all over North America, has the taxonomy Athene cunicularia. Here's some wiki info on it, maybe we'll be able to figure this out.

The Burrowing Owl (Athene cunicularia) is a small, long-legged owl found throughout open landscapes of North and South America. Burrowing owls can be found in grasslands, rangelands, agricultural areas, deserts, or any other dry, open area with low vegetation[1]....
