I think Tessa was saying Sugar miscalculates. That's certainly possible even given the guidance...At least in some iterations they were allowed to use it up...

I believe you get the rules to the HII when you find the idol. I believe that is what is written in the scroll

For what it is worth...I think the picture with the arrow is just pointing to the top of Crystal's head.
Her head is angled down, and her buff is a bit low on her forehed

That "head" behind her is too dark and smoothe to be spikey, grey Bob.

Just mho. Bob is surely there, but I don't think that is him

When is the last time Sugar can play the idol?
I was just thinking..JP said after all the seasons with the HII, people don't understand how to use it (or something like that).
What if:
A. Sugar has the HII in plain view and says "well it's the last time I can use this and I'm gonna"! All along knowing she can use it one more time and waits to use it next tiem? As a form of trickery to get further in the game?

B. Not know she can use it next time?...

Yeah, it seems pretty clear either Bob wins the necklace or someone forgot it at camp (but I'm pretty sure production would tell them get it).
