I don't know if that's been solved, but I think more likely that they are the feet of people who knew about this whole "destroy the Loch Ness" plot, and were considered to be potential leaks.

Why would they kill the Loch Ness and destroy it and splatter its guts all over the U.S. shoreline? Is it a threat of some kind? Maybe against Bigfoot? Or maybe the Loch Ness was privy to top secret government info, and was destroyed before it could get drunk and blab the information?
